Iphone wont boot to let me and continue my setup

I just got a new iphone 15 and i was setuping it and it restarted after an update an now i can't even put the passcode because the numpad just disappears no mater how many time i swipe up and when i try to close it it wont let met like when i force stop it by pressing the volume and then the power the screen goes black with a little scroling wheel in the middle and then goes right back to the home menu saying hello
