Always allow apps count toward App Limits

Repeat of this question: “Always allowed” apps count towards “tota… - Apple Community

I disagree with the best answer for that question. I have we app limits to All Categories with Always Allowed apps like messenger. My kiddo is using a mix of these apps and finds her phone locked down well before the limit I set for the non-exempted apps.

What are we missing here?
