Safari pages not loading since Mojave install

Since I have installed Mojave, Safari keeps getting stuck when loading pages. I have to disconnect and reconnect Wifi, then the page loads. This happens about every 5 minutes or so.

None of this solved the problem:

- New Wifi Connection

- New Network Location with Custom Settings

- Reset Router

- Reset PARM/NVRAM

- Reset SMC

- Apple Hardware Check

- Safari in Safe Mode

- Firefox

What I have not tried, mainly because of several risks:

- Re-installing Mojave system software

- Downgrading
