How can I contact Apple Support?

I got an email from Apple Support that I have to contact them about my case. However I can't start a chat with Apple Support because I get "forbidden 403". I've tried all possible ways to disable this but it didn't work.

Could you please tell me how I can start a chat with Apple support and disable this "forbidden 403"?
