Country and Region can't be changed in Apple-ID

I'm sorry to bother you.

But I have a really big problem with my Apple ID.

When I flew to Germany, I wanted to change my Apple ID country, but I couldn't change it.

I would like to tell you how can I solve the problem mentioned below, because I am currently residing in Germany for my studies, so I need some apps in the App Store to develop my studies
