MacOS update 10.15.6 is not compatible with Mac OS 10.15.4

I have been trying for 3 months to install this update package. 1) How do I install it. I have found the downloaded install packages and when I try to manually install it says that This package is not compatible with your MacOS. 2) Why do you send installs that are so large that they take hours to download? 3) What are the consequences of ignoring this faulty update?
