I just changed my region/country to USA. But I can’t activate Apple Cash. Is there something I need to change on my settings?

I can not activate Apple Cash. I just change my region to USA and can’t find anywhere to activate Apple Cash. Is there a period I must wait before it or do I need to change something else on my settings. I already use Apple Pay with my credits cards. But cannot send or receive money through Apple Cash
