My friend had his phone stolen and now is trying to set up his new iPhone, but logging into apple account requires the phone number for the phone, which was stolen

Did tour friend cancel or report the stolen iPhone to the cellphone carrier? If yes then the carrier desactívate the phone Number and your friend have to call Apple support and request to get access to the Apple account providing another phone number or trust device to get verification codes
