How to change country or region of my Apple ID?

I want to change the country of my account, but it has been impossible for me. I have no active subscription or family groups or account balance and I have tried everything they recommend in their forum to change the country and nothing. Only a message appears that says: You cannot change the store front information for your account at this time. When it´s the time?
