Can I use Apple shortcuts on apps not from Apple?

My volume keys don't work, so I recreated their functions with Apple Shortcuts and assigned them to their respective key on the keyboard. They work fine while I'm on Finder or Apple music, but they don't work when I'm using other apps, like Chrome or Visual Studio Code. Are shortcuts limited to apple apps, or am I doing something wrong?
