Folder suffered a loss of data.

I had a folder on my mac that I temporarily moved to my bin for some time without editing the folder nor emptying the bin and after removing the folder from the bin and moving it back to my desktop it seemingly suffered what I assume to be an iCloud backup issue as upon opening it I saw the cloud arrow down icon on most if not all of the photos and folders within the main folder and also found that most folders within it were empty alongside many older photos that were missing. Is there any way to recover those pictures and folders?
