As you can see from the picture below, whenever I click “iCloud Drive” under AppleID > iCloud to turn it on, I get this broken window. Trying to click any of the options leads to no nothing, it is as if the buttons were broken and nothing happens.

Yes, but it’s an annoying fix: you have to reset the phone completely (you will lose all data, so make sure you do a backup before) and then when configuring the phone after the reset there will be a screen asking if you want to update to iCloud Drive - you just have to click yes and it will work :)
